DAI seeks a procurement manager for the USAID paani program. The procurement manager is responsible to manage overall paani’s procurement management,day to day and long term/planned procurement in Kathmandu and nepalgunj offices ,including managing events purchase orders and inventory. This position will be supervised by the senior operations manager.

Lever of effort: one year full-time, fixed term contract with possibility of extension
Period of performance: on/about September 1, 2019 – august 31, 2020

Base of operations: Kathmandu with frequent travel to field office in nepalgunj and other project areas in karnali , mahakali and rapti.

Background
USAID paani program, also known in nepali as …… Is a 5 year, $25 million USAID-funded project in Nepal. Water is the most important natural resources underpinning Nepal’s economy and livelihoods. Inclusive, the sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. The paani program aims to enhance nepal’s ability to manage water resources for multiple uses and users through climate change adaption and the conservation of fresh water biodiversity. Through activities at the watershed ,basin and national scales,paani aims to reduce threats to freshwater biodiversity and strengthen the resilience of targeted communities the the karnali ,mahakali and rapti river basins to adapt to the adverse impacts of climate change through improved water resource management.

Position Overview
The procurement Manager is responsible to manage overall Paani’s procurement management, day-to-day and long term/planned procurements in Kathmandu and Nepalgunj offices, including managing events, purchase orders and inventory. This position will be supervised by the senior operations Manager.

Responsibilities

  • Manage project procurement processes in collaboration with technical and operations staff to assure the most reasonable, expeditious, and appropriate procurement choices are made.
  • Develop scope of work or technical specification of all procurement of goods/ services, request for proposal/ request for quotation, and conduct and lead bids solicitations, evaluations, selections, award and implementation processes.
  • Ensure procurements are complaint pursuant to DAI’s Field Operations Manual and with USAID regulations.
  • Oversee procurement and inventory documentation, maintaining well-organized, updated, and completed files in soft and hard copy.
  • Manage purchase orders to ensure the deliverable and payments are complying with the terms and conditions and Paani and USAID regulations.
  • Serve as the procurement reviewer in the TAMIS pro workflow, monitoring the progress of approvals in TAMIS and following up on any pending approvals.
  • Maintain a pipeline that tracks status of current procurements and future procurements
